Establishes maximum of 9 regular employees for the Arkansas Ethics Commission for fiscal year 2018-2019, including 1 director, 1 IT manager, 3 attorney specialists, 2 compliance specialists, 1 business operations specialist, and 1 administrative specialist.

Appropriates $717,119 from the Miscellaneous Agencies Fund Account, consisting of $467,990 for regular salaries, $151,640 for personal services matching, $94,489 for operating expenses, and $3,000 for conferences and travel.

Requires all fund disbursements to comply with state procurement laws, accounting and budgetary procedures, revenue stabilization law, salary procedures law, and regulations from the Department of Finance and Administration.

Specifies that funds shall be used only in compliance with stated reasons evidenced by agency requests, executive recommendations, and legislative recommendations in budget manuals and official minutes.

Effective date is July 1, 2018, and bill was approved on February 23, 2018.
