Establishes a maximum of 36 regular employees for the Assessment Coordination Department for fiscal year 2018-2019, including 1 director, 1 deputy director, 5 property assessment coordinators, 12 supervisors, and 7 auditors.

Appropriates $3,456,684 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $1,711,782 in regular salaries, $325,000 for assessor's school, and $150,000 for assessment education incentive.

Appropriates an additional $55,000 from the cash fund and $60,000 from the County Assessors' Continuing Education Trust Fund for operating and professional expenses.

Appropriates $15,750,000 from the Arkansas Real Property Reappraisal Fund to pay counties and professional reappraisal companies for real property reappraisal costs, with a cap of 76% from education funds, 16% from county aid, and 8% from municipal aid.

Authorizes the department director to transfer up to $1,500,000 from the Miscellaneous Agencies Fund to the Real Property Reappraisal Fund and to transfer operating expense funds to assessor's school training with Chief Fiscal Officer approval.
