Appropriates $3,847,870 to the Arkansas State Medical Board for fiscal year 2018-2019, payable from cash funds, for personal services and operating expenses.

Establishes maximum of 45 regular employees with specified job classifications and salary grades, plus authorizes up to 2 temporary or part-time "Extra Help" employees.

Allocates $1,620,947 for regular salaries, $24,500 for extra help, $590,783 for personal services matching, and $1,604,140 for maintenance and general operations including $1,378,180 for operating expenses, $19,000 for conferences and travel, $177,000 for professional fees, and $29,960 for capital outlay.

Authorizes the State Medical Board to expend $25 per licensed physician to 501(c)(3) Arkansas foundations for identification, treatment and monitoring of healthcare professionals with alcohol or drug abuse problems.

Requires the State Medical Board to request legal services from the Attorney General before employing outside counsel, with annual re-advertisement of positions and prior legislative review of compensation amounts.
