Establishes a maximum of 3 regular employees for the Office of Lieutenant Governor: Chief of Staff/Legal Counsel ($95,000), Communications/Policy Director ($70,000), and Executive Assistant/Scheduler ($40,000)

Appropriates $341,764 from the State Central Services Fund for fiscal year 2018-2019, including $205,000 for regular salaries, $67,765 for personal services matching, $52,304 for operating expenses, and $16,695 for conferences and travel

Authorizes the Office of Lieutenant Governor to transfer appropriations between line items within the Operations budget after approval from the Chief Fiscal Officer and review by the Arkansas Legislative Council or Joint Budget Committee

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, and other fiscal control regulations enforced by the Department of Finance and Administration

Becomes effective July 1, 2018, and was approved February 23, 2018
