Establishes maximum of 62 regular employees for the Department of Human Services - Division of Youth Services for fiscal year 2018-2019, with positions ranging from DHS Deputy Director to Administrative Specialist.

Authorizes 34 temporary or part-time "Extra Help" employees and 320 contingent residential services positions to be used as needed based on service demands.

Appropriates $6,522,594 for operations including $2,333,168 for regular salaries, $883,358 for personal services matching, and $2,708,006 for operating expenses.

Appropriates additional funds for residential services ($27,612,244), community services ($16,971,100), federal child and youth service grants ($4,371,921), community-based sanctions ($2,480,444), and juvenile accountability incentive grants ($712,021).

Authorizes $240,000 annual transfer for Juvenile Ombudsman Program, $400,000 for local juvenile detention facilities, and allows use of timber sales proceeds from Mansfield Youth Services Facility for capital improvements.
