Establishes maximum of 176 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2018-2019, with positions ranging from Director (Grade SE01) to Administrative Specialist I (Grade GS02).

Authorizes up to 13 temporary or part-time "Extra Help" employees at rates of pay per the Uniform Classification and Compensation Act.

Appropriates $20,969,388 for operations including $6,521,535 in regular salaries, $208,497 for extra help, $2,478,658 for personal services matching, and $4,441,426 for operating expenses.

Appropriates $122,741,250 in federal grant funds: $42,450,000 for Child Care Development Discretionary and $80,291,250 for Child Care Food Program.

Appropriates $54,947,179 in state child care grant/AIDS payments and $36,786 in loan guarantees and grants; effective July 1, 2018.
