Appropriates $12,201,510 to the Department of Human Services - Division of State Services for the Blind for fiscal year 2018-2019, including $3,024,278 for regular salaries and $384,174 for extra help.

Authorizes a maximum of 78 regular employees across various positions ranging from GS15 (Deputy Director) to GS03 (Administrative Specialist II), plus up to 30 temporary or part-time employees as needed.

Allocates funds for personal services matching ($1,154,559), maintenance and general operations ($1,875,022), conferences and travel ($55,000), professional fees ($663,500), capital outlay ($25,000), and purchase of services ($5,019,977).

Authorizes a waiver of the Financial Management Guide to allow the agency to provide college-level coursework in degree programs for eligible employees, funded by federal grants from the U.S. Department of Education Rehabilitation Services Administration with no state general revenue expended on tuition.

Effective July 1, 2018, with funds subject to compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control regulations.
