Establishes maximum of 272 regular employees for University of Arkansas Community College at Batesville for fiscal year 2018-2019, including 22 administrative positions, 26 classified positions, 6 academic positions, and 3 auxiliary enterprise positions.

Authorizes up to 100 temporary or part-time "Extra Help" employees for the 2018-2019 fiscal year at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $4,986,926 from state operations funds, including $4,136,926 for regular salaries, $100,000 for extra help, and $750,000 for personal services matching.

Appropriates $45,285,000 from cash funds for personal services and operating expenses, including $7,300,000 for regular salaries, $500,000 for extra help, $3,900,000 for personal services matching, $9,200,000 for operating expenses, $10,200,000 for capital outlay, $8,300,000 for capital improvements, and $1,200,000 for debt service.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws; effective July 1, 2018.
