Establishes maximum of 310 regular employees for Arkansas State University - Newport for fiscal year 2018-2019, with specified positions and salary ranges from $65,640 to $163,704 annually.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates of pay not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,120,972 from the Arkansas State University - Newport Fund for state operations, including $5,520,972 for regular salaries, $175,000 for extra help, and $2,400,000 for operating expenses.

Appropriates $31,870,000 from cash funds for personal services and operating expenses, including $8,250,000 for regular salaries, $8,650,000 for capital improvements, and $980,000 for debt service.

Effective July 1, 2018, with all disbursements required to comply with state procurement, accounting, budgetary procedures, and other applicable fiscal control laws.
