Establishes maximum of 224 regular employees for College of The Ouachitas for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges from $44,081 to $163,704 annually.

Authorizes up to 60 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act or this act.

Appropriates $4,701,177 from the College of The Ouachitas Fund for state operations, including $2,796,840 for regular salaries, $825,658 for personal services matching, and $1,078,679 for maintenance and general operations.

Appropriates $12,930,486 from cash funds for personal services and operating expenses, including $3,000,000 for regular salaries, $1,000,000 for extra help, $2,300,000 for capital outlay, and $1,100,000 for capital improvements.

Declares the College's high priority to combat illiteracy and provide industrial training, and establishes a cooperative agreement framework between College of The Ouachitas and Henderson State University for collaborative services in Clark County; effective July 1, 2018 through June 30, 2019.
