Establishes maximum of 5,426 regular employees and 3,208 part-time/temporary employees for University of Arkansas-Fayetteville for fiscal year 2018-2019, with specified salary ranges by position.

Appropriates $132,559,990 from state operations fund for personal services and operating expenses, including $100,000,000 for regular salaries and $20,000,000 for personal services matching.

Appropriates $1,036,683,000 from cash funds for regular salaries ($209,475,000), extra help ($24,255,000), operating expenses ($231,525,000), capital improvements ($321,000,000), debt service ($7,718,000), and other expenses.

Provides $800,000 each for School of Law expenses and Electrical Energy Advancement Program, $1,200,000 for Garvan Woodland Gardens operations, and $2,500,000 for Arkansas Centers for Rural Education in Autism and Related Disabilities.

Authorizes special allowances for athletic department personnel funded from non-state sources, apprentice wage progression based on prevailing wage determinations, and additional coach payments from vendor contracts; effective July 1, 2018.
