Establishes maximum of 2,278 regular employees for University of Arkansas System and various divisions for fiscal year 2018-2019, with detailed salary schedules by position and classification level.

Appropriates $86.5 million in state operations funding including $62.5 million for regular salaries, $16.9 million for personal services matching, and $6.9 million for maintenance and operations.

Appropriates $222.1 million in cash funds for regular salaries ($52 million), extra help ($10 million), personal services matching ($15.8 million), operations, capital improvements ($27.7 million), and debt service.

Authorizes 700 part-time or temporary "Extra Help" employees and provides additional appropriations for Arkansas School for Mathematics, Sciences and Arts ($42.2 million combined), Criminal Justice Institute ($150,000), and Arkansas Research and Education Optical Network ($56.2 million).

Authorizes $200,000 for Buffalo River watershed monitoring studies related to swine farming operations and allows one-time bonuses up to 6% of salary for employee degree attainment; effective July 1, 2018.
