Establishes maximum of 878 regular employees for University of Arkansas at Pine Bluff for fiscal year 2018-2019, with specified salary ranges for administrative, classified, and academic positions.

Authorizes up to 924 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $28,305,228 from state operations funds for personal services and operating expenses, including $18,626,442 for regular salaries and $1,043,188 for extra help.

Appropriates $124,849,086 from cash funds for personal services, operating expenses, capital improvements, debt service, and other costs.

Permits Board of Trustees to approve special allowances up to $10,000 annually for athletic directors and coaches, and authorizes scientist salaries up to 1.5 times the Distinguished Professor maximum for biomedical research positions.
