Allocates funds for maintenance and general operations ($214,637), conferences and travel ($7,166), professional fees ($42,126), and refunds/reimbursements ($10,000).

Requires the board to request legal services from the Attorney General before hiring outside counsel; any outside legal counsel must be approved by the Arkansas Legislative Council or Joint Budget Committee.
