Appropriates $2,000,000 to the Arkansas Public Defender Commission from the General Improvement Fund, effective July 1, 2018, for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Reappropriates the balance of funds previously provided under Section 1 of Act 288 of 2017 for the same purpose.

Prohibits the use of funds appropriated under this act for general maintenance and operations of the agency beyond the stated purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Effective date is July 1, 2018, with funds to be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative records.
