Reappropriates $4,000,000 for the Governor's Distinguished Scholar program, effective July 1, 2018, from balances in Act 581 of 2017.

Reappropriates $6,000,000 for Workforce Implementation Grants, effective July 1, 2018, from balances in Act 581 of 2017.

Reappropriates $15,000,000 for construction, renovation, maintenance, equipment, personal services and operating expenses at various higher education institutions, effective July 1, 2018.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.
