Establishes a maximum of 32 regular employees for the Department of Education - Division of Public School Academic Facilities and Transportation for fiscal year 2018-2019, including 1 director, 1 assistant director, and 30 other staff members at various grade levels.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $2,512,307 for operations, including $1,481,402 for regular salaries, $486,944 for personal services matching, $314,311 for operating expenses, $19,650 for conferences and travel, and $207,500 for safety training.

Appropriates $215,340,489 for programs including $211,828,951 for Academic Facilities Partnership, $3,511,538 for Academic Facilities Catastrophic assistance, and other school facility and transportation assistance programs.

Authorizes the division director to transfer funds for the Open-Enrollment Public Charter School Facilities Loan Program and request appropriation transfers with approval from the Chief Fiscal Officer and Legislative Council or Joint Budget Committee, limited to no more than two transfer requests per fiscal year.
