Reappropriates balances from Act 287 of 2017 and Act 348 of 2017 to the Secretary of State for 11 capital improvement projects totaling approximately $45.5 million, effective July 1, 2018.

Projects include HVAC upgrade ($6.5M), roof and window repair ($2.5M), North Entry Promenade improvements ($538,112), storm water system renovations ($483,000), plumbing replacement ($108,393), electrical panel replacement ($212,980), Capitol as-built drawings ($250,000), and green initiatives ($1.5M).

Allocates $30 million for statewide voting machine equipment replacement and $3.5 million for stone restoration on the Capitol's East Side.

Appropriates $32,307 for the Arkansas Fallen Firefighters' Memorial construction or maintenance of monuments and memorials on Capitol Grounds.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws unless otherwise specified by law.
