Reappropriates $52,400 from Act 347 of 2017 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of State Crime Laboratory real property and facilities, effective July 1, 2018.

Reappropriates $4,700,000 from Act 219 of 2017 for constructing and equipping a forensic laboratory in Northwest Arkansas, effective July 1, 2018.

Reappropriates $1,250,000 from Act 219 of 2017 for laboratory equipment and upgrades to the Labwide Information Management System, effective July 1, 2018.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Permits institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance projects enumerated in the act.
