• Reappropriates unspent balances from previous capital improvement appropriations to the Arkansas Agriculture Department effective July 1, 2018, from the General Improvement Fund totaling approximately $40.7 million for maintenance, renovation, construction, and agricultural disaster response projects.

• Allocates $10 million for agricultural disaster-related expenses and $6 million for new office space, laboratories, and support facilities construction from Act 485 of 2017 balances.

• Appropriates $13.8 million as a grant or low-interest loan to the Arkansas Agriculture Department - Plant Board for debts associated with the Boll Weevil Suppression and Eradication Act.

• Authorizes $60 million in bond proceeds for construction of new office space, laboratories, and support facilities for the Department of Agriculture.

• Reappropriates $69,563 from the Livestock and Poultry Special Revenue Fund for necropsy room improvements and $500,000 from the Natural and Cultural Resources Grant and Trust Fund for state-owned lands and historic sites acquisition and preservation.
