Reappropriates unspent capital improvement funds to the State Military Department from prior fiscal years, effective July 1, 2018, from three funding sources: General Improvement Fund, Federal Funds, and Armory Construction Fund.

General Improvement Fund allocations total $22,686,296 for projects including Youth Program Facility construction ($10,000,000), Readiness Center renovations, ADA compliance improvements, and energy projects at Arkansas National Guard facilities.

Federal Funds allocations total $81,961,909 for projects including Camp Robinson Readiness Center construction ($5,557,817), Searcy Field Maintenance Shop ($7,407,510), Fort Chaffee improvements, energy and solar array projects, and dining facility renovations.

Armory Construction Fund allocations total $4,848,000 for repair, construction, renovation, landscaping and maintenance of armories, hangars, and other properties held for the Arkansas National Guard, plus construction and equipping of Readiness Centers statewide.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations; prohibits use of maintenance and general operations funds for these capital projects.
