Amends Arkansas Code § 5-73-306 to reference § 5-73-322(g) as an exception to the prohibition on carrying concealed handguns in certain places.

Modifies Arkansas Code § 5-73-322(d) to change language from "storage" to "carrying or possession" of handguns in university- or college-operated dormitories or residence halls, maintaining the prohibition in nonpublic student rooms.

Defines "nonpublic student room" as a room where a student sleeps and keeps personal effects, occupied privately or with roommates, and includes private common areas shared by multiple connected student rooms.

Amends Arkansas Code § 5-73-322(h)(2) to specify that concealed carry licensees with a concealed carry endorsement may carry handguns in certain prohibited places listed under § 5-73-306(7)-(12), (14), (15), and (17), unless otherwise prohibited by other code sections.
