References the Paris Peace Accords signed January 27, 1973, and the completion of U.S. Armed Forces withdrawal from South Vietnam on March 29, 1973.

Notes that over 58,000 U.S. military personnel died in Vietnam and over 300,000 were wounded during the conflict from 1956 to 1975.

Acknowledges that Vietnam veterans were often wrongly criticized for policy decisions made by four presidential administrations and waited too long for public recognition of their service.

Honors veterans who served in Southeast Asia during both wartime and peacetime in the Vietnam conflict.
