Authorizes Representative Jean to introduce a nonappropriation bill to amend the Revenue Stabilization Law and manage state funds during the 91st General Assembly Fiscal Session, 2018.

Amends Arkansas Code § 19-5-1240 to rename the "Small Business Loan Fund" to the "Minority and Women-Owned Business Loan Mobilization Revolving Fund."

Establishes the Minority and Women-Owned Business Loan Mobilization Revolving Fund to consist of unexpended balances from the Small Business Loan Fund Account of the 82nd Session General Improvement Fund as of June 30, 2009, plus other authorized funds.

Designates reimbursements, loan repayments, and interest earned in the fund to be treated as refunds to expenditure.

Specifies the fund shall promote minority and women-owned business development, increase their competitive ability for state contracts, and sustain their economic growth, effective July 1, 2018.
