Authorizes Representative Miller to introduce the "Arkansas Works Program Enrollment Freeze Act of 2018"

Prohibits the Department of Human Services from approving new enrollment in the Arkansas Works Program effective July 15, 2018

Allows renewal of enrollment for current beneficiaries who maintain continuous eligibility and whose Federal Medical Assistance Percentage does not drop below levels established by section 1905(y) of the Social Security Act as of January 1, 2018

Requires the Department of Human Services to amend the state Medicaid plan and submit all necessary waivers to the Centers for Medicare and Medicaid Services to implement the enrollment freeze

Declares an emergency effective upon gubernatorial approval, expiration of veto period, or veto override, citing unsustainable program growth and necessity for future program solvency
