Authorizes Representative Ballinger to introduce a bill amending Arkansas Code § 5-73-306 concerning places where concealed handgun licenses do not authorize carry, with exceptions permitted under § 5-73-322(g)

Amends § 5-73-322(g)(2)(A) to remove the requirement that concealed carry endorsement training be offered by all training instructors and at all concealed carry training courses, allowing instructors to voluntarily choose whether to offer such training

Maintains that training for a concealed carry endorsement shall not require renewal, consist of up to 8 hours of instruction, and cost no more than a reasonable amount

Declares an emergency clause finding that the current mandatory training requirement is overly burdensome and has limited the number of instructors willing to offer concealed carry training

Establishes the act becomes effective upon the Governor's approval, the expiration of the veto period, or the override of a gubernatorial veto
