Amends Arkansas Code § 27-21-109 to establish a legal defense for operating an all-terrain vehicle on public streets or highways outside city limits and non-interstate roads.

Allows ATV operators to travel on public roads if the route is the most reasonable access available between off-road trails or between private property and off-road trails, with a maximum distance limit of 3 miles.

Defines "private property" to include owned or leased real property, property where the operator resides with the owner, or properties where the operator is staying temporarily as an invitee (vacation resorts, rental cabins, timeshares).

Requires ATV operators to carry and display proof of their property interest and property location upon demand of a peace officer when operating on public streets or highways.

Permits persons operating an ATV with a private property owner who presents required proof to have the same authority as the property owner to operate on public streets or highways.
