Adds definitions to Arkansas Code § 5-71-101 for "alcoholic beverage" (beer, wine, or distilled spirits with at least 0.5% alcohol by volume), "motor vehicle" (vehicle driven by mechanical power and manufactured for public highway use), and "open alcoholic beverage container" (bottle, can, or receptacle with open seal or partially removed contents)

Makes it unlawful to possess an open alcoholic beverage container in a motor vehicle area designated for driver or passenger seating while the vehicle is in operation, or in areas readily accessible to occupants while seated on a public highway or its right-of-way

Exempts open container possession in vehicle trunks, cargo areas, locked compartments (glove box, center console), or behind the last upright seat in vehicles without trunks

Allows passengers (but not drivers) to possess open alcoholic beverages in living quarters of recreational vehicles, motor homes, house trailers, or vehicles designed for passenger transportation for compensation, provided the container is not readily accessible to the driver

Establishes violation as a Class C misdemeanor
