Appropriates $1,975,160 to the Arkansas House of Representatives for fiscal year 2018-2019, comprised of $311,500 for employee salaries, $57,000 for personal services matching, and $1,606,660 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriation items if any item is not needed for its specific purpose.

Permits unexpended funds after legislative session adjournment to be used for interim expenses of House leadership offices and member services, with member expenses and per diem payable at the rate authorized for legislative sessions if determined necessary by the Speaker.

Requires the Speaker and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations, effective the following July 1.

Declares an emergency clause due to the House convening on January 14, 2019, making the Act effective immediately upon passage and approval.
