Establishes automatic voter registration for individuals obtaining or renewing driver's licenses and state identification cards, with electronic transmission of applicant information to the Secretary of State by the Office of Driver Services.

Creates a completed affidavit of registration from driver's license records unless the applicant affirmatively declined registration, failed to attest to voter eligibility, or is determined ineligible by the county clerk.

Designates unregistered voters' party preference as "Optional" if not provided, allowing them to be treated as having no party affiliation.

Requires the State Registrar of Vital Records to notify the Secretary of State of resident deaths each business day, with the Secretary of State compiling death listings for county clerks to cancel voter registrations.

Establishes voter intimidation offenses as Class D felonies, prohibiting threats, interference with voting, coercion of public employees for political purposes, or obstruction of voter assistance, with convicted felons barred from public office and subject to impeachment if holding office.
