Amends Arkansas Code § 27-51-1001 to add an exception for violations of § 27-51-1004, establishing separate penalties for unlawful passing of school buses.

Creates new subsection (d) establishing fines of $500 to $2,500 for violations of § 27-51-1004 (passing when stopped prohibited).

Amends § 27-51-1004(c) to classify violations involving reckless disregard for school bus passenger safety as Class A misdemeanors.

Maintains general school bus violation penalties of $250 to $1,000 fines or up to 90 days imprisonment for other subchapter violations not involving reckless disregard.
