Adds directors or designees from 12 state departments: Arkansas Crime Information Center, State Police, Career Education, Community Correction, Correction, Education, Finance and Administration, Health, Higher Education, Human Services, Information Systems, and Labor

Designates the Chief Data Officer of the Department of Information Systems as the Chair of the Data and Transparency Panel, with panel members selecting a vice chair annually

Adds the Chief Privacy Officer of the Department of Information Systems and the Chief Justice of the Supreme Court or designee as panel members
