AR HB1023

Changes the age threshold for student sex offenders from "less than" to "under" twenty-two (22) years of age to attend K-12 school programs on campus.

Allows Level 3 sex offenders to attend school-sponsored events with admission fees if they are related by blood or marriage within the second degree of consanguinity (instead of fourth degree) or are a great-grandparent of an enrolled student, with 24-hour written notice to school administration.

Requires sex offenders attending parent-teacher conferences to be escorted by a designated school official or employee.

Permits sex offenders who have been committed to the Division of Youth Services to attend schools operated by that division.

Maintains existing exceptions allowing sex offenders to attend graduation/baccalaureate ceremonies and enter campus on non-student contact days with no school-sponsored events.
