Amends Arkansas Code § 14-44-103 to change the exception reference from subdivision (a)(3) to (a)(4) regarding voting center requirements for second-class cities.

Allows election commissioners to ensure qualified electors of each ward have at least one voting precinct per ward, unless the county board of election commissioners has established vote centers under § 7-5-101.

Permits second-class cities that elect council members citywide to have only one public place for holding elections.

Modifies section (c)(2) to require cities electing all or part of council members by wards to establish wards of substantially equal population.
