Amends Arkansas Code § 12-41-404 to allow municipalities to charge the state or counties for housing state and county prisoners in city jails, with fees based on reasonable expenses incurred.

Creates new Arkansas Code § 12-41-406 authorizing city jails to house persons required to be incarcerated when the Governor declares a state of emergency or when state, regional correctional facilities, or county jails are otherwise unavailable.

Specifies that expenses for housing persons in city jails during emergencies shall be governed by the same fee structure established in § 12-41-404, with the state or counties responsible for payment.
