Appropriates $200,000 to the Arkansas Senate from the Constitutional Officers Fund for interim expense reimbursements to Senators for fiscal year ending June 30, 2020

Designates the Auditor of State, Secretary of the Senate, and House Chief of Staff (or designee) as disbursing officers for their respective appropriations

Declares an emergency effective July 1, 2019 to ensure immediate operation of the agencies and programs funded, with appropriations to be used in compliance with budget recommendations from the Department of Finance and Administration and Legislative Council
