Increases the purchase threshold requiring competitive bidding from $20,000 to $35,000 for cities of the first class, cities of the second class, and incorporated towns under Arkansas Code § 14-58-303(b).

Allows municipalities to waive competitive bidding requirements when an event imminently threatens orderly operations or an established imminent safety hazard exists that makes bidding not feasible or practical.

Permits cities and towns to accept competitive bids in written form or electronic media formats.

Prohibits subdividing purchases and contracts to avoid competitive bidding requirements under both § 14-58-303 and § 22-9-203.

Clarifies that the mayor or mayor's authorized representative has exclusive power to award bids to the lowest responsible bidder and may reject any or all bids received.
