Appropriates $20,026 to the Arkansas State Board of Registration of Foresters for the fiscal year ending June 30, 2020, payable from cash funds deposited in the State Treasury.

Authorizes up to two (2) temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act, with $12,000 allocated for extra help expenses.

Allocates funds for personal services matching ($926), operating expenses ($7,100), with no funds allocated for conferences and travel, professional fees, capital outlay, or data processing.

Requires all fund disbursement to comply with state procurement laws, accounting procedures, revenue stabilization law, salary procedures, and fiscal control laws of the state.

Declares an emergency clause making the act effective July 1, 2019, to ensure uninterrupted operation of the agency, with approval date of January 31, 2019.
