Establishes a maximum of 3 regular employees for the Arkansas Manufactured Home Commission for fiscal year 2019-2020: one Director (Grade GS08), one Supervisor (Grade GS05), and one Specialist (Grade GS04)

Appropriates $238,617 from the Manufactured Home Standards Fund for personal services and operating expenses, including $126,256 in regular salaries, $44,235 in personal services matching, and $66,038 in operational expenses

Appropriates $210,573 from the Manufactured Housing Recovery Fund for operating expenses, conference and travel ($20,000), refunds/reimbursements ($50,000), and claims ($135,000)

Requires all fund disbursements to comply with state procurement laws, accounting procedures, and fiscal control regulations established by the Department of Finance and Administration

Takes effect July 1, 2019 with emergency clause authorization to ensure continuity of agency operations
