Establishes one regular full-time position of Veterinary Board Executive Secretary at Grade GS08 salary for the 2019-2020 fiscal year.

Authorizes up to three (3) part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $115,868 from the Veterinary Examiners Board Fund, including $47,869 for regular salaries, $21,000 for extra help, $17,450 for personal services matching, and $29,549 for operations, conferences, travel, and professional fees.

Requires all disbursement of funds to comply with state procurement law, budgetary procedures, revenue stabilization law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2019, stating the appropriation is essential for the agency's operation and that funds must comply with stated reasons in budget manuals and legislative recommendations.
