Establishes maximum of 11 regular employees for the State Board of Pharmacy for fiscal year 2019-2020, including 1 director, 1 assistant director, 3 pharmacist inspectors, 1 general counsel, 1 chief fiscal officer, 2 administrative analysts, and 2 other support staff positions.

Authorizes up to 4 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,946,717 for personal services and operating expenses, including $1,032,692 for regular salaries, $289,920 for personal services matching, $486,985 for operating expenses, $29,120 for conferences and travel, $25,000 for professional fees, and $50,000 for the Impaired Pharmacist Program.

Appropriates $75,000 for pharmacy student loans and scholarships to colleges of pharmacy in Arkansas for the 2019-2020 fiscal year.

Requires compliance with state fiscal control laws including the State Procurement Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law; effective July 1, 2019.
