Establishes one full-time position of Opticians Board Secretary Treasurer at Grade GS03 for the Arkansas Board of Dispensing Opticians for fiscal year 2019-2020.

Authorizes up to one part-time or temporary employee, to be paid at rates established by the Uniform Classification and Compensation Act.

Appropriates $48,881 total funding from the Board of Dispensing Opticians' Fund, including $15,397 for regular salaries, $1,200 for extra help, $8,184 for personal services matching, $23,900 for operating expenses, and $200 for refunds/reimbursements.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2019, to ensure continuous operation of the agency as required by the Arkansas Constitution's one-year appropriation limit.
