Establishes maximum of 4 employees for the Professional Bail Bondsman Licensing Board for fiscal year 2019-2020, including an Executive Director (Grade GS09), Administrative Specialist III (Grade GS04), Bail Bondsman Board Investigator (Grade GS04), and Fiscal Support Specialist (Grade GS04).

Appropriates $373,525 from the Bail Bondsman Board Fund for operations, including $176,590 in regular salaries, $59,264 in personal services matching, $132,671 in operating expenses, and $3,000 for conferences and travel.

Appropriates $220,000 from the State Treasury cash fund to process security deposits and pay outstanding judgments of bail bonds companies that go out of business.

Appropriates $1,169,459 from the Bail Bond Recovery Fund for recovery of forfeited professional bail bonds.

Requires the Professional Bail Bondsman Licensing Board to deposit fees and penalties into the Bail Bondsman Board Fund and transfer 75% of excess funds above the following year's operating needs to the General Revenue Fund.
