Establishes maximum of 4 regular employees for the State Board of Collection Agencies for fiscal year 2019-2020, including an Executive Director (GS12), Field Investigator (GS05), Business Operations Specialist (GS05), and Administrative Specialist III (GS04).

Authorizes one part-time or temporary employee ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $1,829,676 in cash funds for personal services and operating expenses, including $196,784 for regular salaries, $5,000 for extra help, $65,692 for personal services matching, and $1,450,000 for grants to educational institutions.

Amends Arkansas Code § 17-24-305 to add Arkansas Tech University ($100,000) and Northwest Arkansas Community College ($50,000) as recipients of collection agency fee distributions for nursing programs.

Effective July 1, 2019 under emergency clause to ensure continuous agency operations.
