Appropriates $6,980,696 from the Arkansas Rice Research and Promotion Fund to the Arkansas Rice Research and Promotion Board for fiscal year 2019-2020, consisting of $14,200 for operating expenses and $6,966,496 for research and development.

Appropriates an additional $15,000,000 from cash funds for rice research and development under Arkansas Code 19-4-801 for fiscal year 2019-2020.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Directs that disbursed funds be used in compliance with stated purposes documented in budget manuals, agency requests, executive recommendations, and legislative records of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2019, to ensure continuous agency operations and prevent irreparable harm to essential governmental programs.
