Establishes maximum of 40 regular employees for the Oil and Gas Commission for fiscal year 2019-2020, including positions ranging from Oil & Gas Director (Grade SE01) to Administrative Specialist I (Grade GS02).

Authorizes up to 6 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,870,638 from the Oil and Gas Commission Fund for personal services and operating expenses, including $2,086,818 for regular salaries, $685,906 for personal services matching, and allocations for operations, conferences, travel, pollution control, data processing, geological research, and other programs.

Appropriates $200,000 from cash funds for refunds and reimbursements and $2,500,000 from the Abandoned and Orphaned Well Plugging Fund for well plugging program expenses.

Authorizes the Oil and Gas Commission to request transfer of up to $2,000,000 per year from the Oil and Gas Commission Fund to the Abandoned and Orphaned Well Plugging Fund, effective July 1, 2019 through June 30, 2020.
