Establishes a maximum of 7 regular employees for the Arkansas Motor Vehicle Commission for fiscal year 2019-2020, including 1 director (GS10), 1 fiscal support supervisor (GS06), 2 motor vehicle investigators (GS06), 1 motor vehicle license supervisor (GS06), and 2 administrative staff (GS04).

Appropriates $716,893 from the Motor Vehicle Commission Fund for the fiscal year ending June 30, 2020, comprised of $279,491 for regular salaries, $98,652 for personal services matching, and $133,750 for operating expenses.

Allocates $200,000 for motor vehicle education and training grants.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Declares an emergency clause making the act effective July 1, 2019, with the act approved on January 31, 2019.
