Establishes maximum of 9 regular employees for the Arkansas State Board of Public Accountancy for fiscal year 2019-2020, including an Executive Director (GS12), Information Technology Manager (IT05), 2 Investigators (GS10), Fiscal Officer/CPE Coordinator (GS06), Administrative Specialist III (GS04), and 2 credentialing/licensing staff (GS03)

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates total of $1,154,733 for personal services and operating expenses, including $463,289 for regular salaries, $153,262 for personal services matching, $220,662 for operating expenses, $240,000 for exam fees, and smaller amounts for travel, professional fees, and refunds

Authorizes the Chief Fiscal Officer to approve transfer of up to $500 annually from Operating Expenses to Promotional Items to meet the Board's educational needs

Effective July 1, 2019 with emergency clause declared to ensure uninterrupted operation of the agency
