Establishes maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2019-2020, including 1 Mansion Administrator (GS14), 1 Special Assistant II (GS11), 2 Management Special Assistants I (GS10), 4 Management Assistants I (GS09), and 2 Housekeeper Supervisors (GS03).

Authorizes up to 4 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,430,002 from the State Central Services Fund for fiscal year 2019-2020, including $674,164 for regular salaries, $12,000 for extra help, $182,008 for personal services matching, $60,000 for governor's mansion allowance, $201,830 for operating expenses, $100,000 for annual maintenance, and $200,000 for utilities.

Appropriates an additional $500,000 from cash funds for Grand Hall, Mansion, and grounds expenses for fiscal year 2019-2020.

Requires the Chief Fiscal Officer to transfer any excess in the Arkansas Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund to support mansion operations under ACA §22-3-801 through 806.
