Appropriates $4,802,311 to the Arkansas Court of Appeals for fiscal year 2019-2020, payable from the State Central Services Fund for personal services, operating expenses, special judges, court-appointed attorneys, and legal expenses.

Establishes a maximum of 49 regular employees for the Court of Appeals, including 1 Chief Staff Attorney (GS13), 24 Law Clerks (GS12), 3 Staff Attorneys (GS12), and various administrative and clerical positions at lower grade levels.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act, with $25,000 allocated for extra help salaries.

Allows judges whose official residence is outside Pulaski County to receive mileage reimbursement at state travel rates, limited to three round trips per week between their residence and the court, with $60,000 appropriated for this purpose.

Declares an emergency effective July 1, 2019 to ensure continuous operation of the Court of Appeals and compliance with the Arkansas Constitution's one-year appropriation limit.
